Did this Thomas come to America, and was he the one at Rhode Island?

No, Thomas the Regicide could not have been the same as Thomas of Portsmouth, Rhode Island. Thomas of Portsmouth had arrived in the colonies by the mid 1630s. Thomas the Regicide was one of the regicides who [regicides Latin = king killers], in English history, was one of the judges and court officers responsible for the trial and execution of Charles I in 1649 in England.
